Fire Safety Staff Biographies

Evan Kutzin, Fire Marshal/EMS Coordinator

Evan has served as the Fire Marshal at Ramapo College since 2019. He began his career in the fire service in 2001 and as been a fire officer since 2007, serving in several volunteer and career capacities for fire and emergency medical services combination departments in both New Jersey and Pennsylvania.  Evan is the former Fire Chief and current Fire Official for the Old Tappan Fire Department.

Evan is a NJ state certified Firefighter, Emergency Medical Technician (EMT), Fire Official/Fire Inspector, Fire Investigator, and Fire Instructor.  He is certified as a Fire Investigation Technician (FIT) through the International Association of Arson Investigators (IAAI) and is a Certified Fire and Explosion Investigator (CFEI) through the National Association of Fire Investigators (NAFI). He also holds the Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers.

Evan brings extensive training to Ramapo College with Technician level certifications in Hazardous Materials, Confined Space Rescue, Swiftwater and Ice Rescue, and as an Incident Safety Officer.  He has a Masters degree in Administrative Science with a concentration in Global Security and Terrorism Studies from Fairleigh Dickinson University (Teaneck, NJ) and a Bachelors degree in Criminal Justice from The College of New Jersey (Ewing, NJ).

As Fire Marshal, his responsibilities include:

  • Conducting fire and life safety inspections of all campus facilities for potential fire safety hazards and compliance with applicable fire codes.
  • Responding to all alarms and requests for fire services on campus including fire alarms, odors of smoke, gas leaks, hazardous materials incidents, traumatic injuries, etc.
  • Developing and managing all college fire safety programs including written policies/procedures and all fire safety training programs for faculty, staff, and students.
  • Coordinating fire safety evacuation drills for each College facility in accordance with state requirements.
  • Assisting with incident/accident investigations including working with the NJ Division of Fire Safety to determine fire scene origin and cause.
  • Maintaining all records to assure fire safety compliance in accordance with Federal and State requirements.
  • Serving as main contact for the NJ Division of Fire Safety and liaison for local Fire Departments during all on campus incidents.
  • Acting as a subject matter expert for campus emergency planning including managing fire and safety coordination for large campus events.
  • Serving as a representative on College’s Health and Safety Committee.

Evan also serves as the Coordinator of Ramapo College EMS and the Staff Advisor for the Ramapo First Responder Club.
